This morning I appeared before the Senate Committee on Public Investments and Special Funds regarding key issues highlighted in the Auditor General’s Report on the Kilifi County Health Services Improvement Fund for the financial years ending June 30, 2020, June 30, 2021, and June 30, 2022.
The Auditor General’s Report raised concerns about budgetary controls and performance; and the failure to enact regulations of the Health Services Improvement Fund. We responded to these two issues adequately and satisfactorily.
Health remains a central focus in my development agenda and we are committed to enhancing service delivery. In August 2024, we implemented a comprehensive Enterprise Resource Planning (ERP) management system at Kilifi County Referral Hospital, with plans to extend this to all the other health facilities across the county.
Additionally, we are in the process of aligning the Kilifi County Health Services Improvement Fund Act, 2023 with the new Facilities Improvement Financing Act, 2023, which took effect on November 2, 2023. To facilitate this, my cabinet approved the County Health Services Improvement Financing Bill, 2024, which shall be submitted to the County Assembly of Kilifi for tabling, debate, public participation, and thereafter enactment into law
We are also leveraging technology to enhance revenue collection and streamline service delivery.
My goal is to position Kilifi as a leader in healthcare excellence, and we welcome collaborations and partnerships to achieve this vision.
